It is a measurement instrument, not a casino: the whole point is telling you what is actually true about a launch — and being honest about what isn't known.

The doctrine behind it:

  • Measure before weighting. No signal earns points from plausibility. We collect the evidence first, measure it against real outcomes, then weight.
